JPRC stands for Joint Personnel Recovery Centre; the spelling Center is also used. Within the NATO PR framework, the JPRC carries out Personnel Recovery tasks on behalf of the joint commander. It consolidates information and coordinates the recovery of isolated personnel across components.
Position within the joint staff
The joint commander has overall responsibility for Personnel Recovery in the area of operations. The JPRC supports the commander with staff trained in PR. It may be embedded in the joint staff, usually within its operations centre. Another option is to assign JPRC tasks to a component's PRCC or an equivalent staff element.
Joint here means cooperation between different components and military domains, such as land, air and maritime forces. It does not simply mean that several nations are involved. This broader remit distinguishes the JPRC from a PRCC working within one component.
PR planning and joint procedures
The JPRC prepares and updates the PR annex to the operations plan and other PR guidance. It develops joint procedures for the area of responsibility. These include the processes for reporting possible isolation, passing information and coordinating recovery missions.
The guidance to be distributed includes current reporting and recognition procedures. The JPRC establishes arrangements for distributing this PR information and connects it with wider planning. Protected authentication information is handled according to the designated procedures.
A central operational picture
The JPRC acts as the central point for information and analysis on isolated personnel, their recovery and reintegration. This includes incident reports, details of the location and condition of personnel, and information about the threat and available support.
This operational picture brings together information from the components and other organisations involved. If one component's capabilities are insufficient for a recovery, for example, the JPRC can coordinate support from additional components.
Supporting ongoing missions
The JPRC monitors and supports PR operations. It coordinates and deconflicts activities across military domains so that plans or the use of forces do not conflict. It may also coordinate civilian contributions that support military PR operations.
The Rescue Mission Commander (RMC) plans and conducts the specific mission and exercises tactical control over the forces assigned to pickup. The Personnel Recovery Coordination Cell (PRCC) coordinates at component level. The JPRC coordinates these contributions across components and maintains contact with the joint command.
The British national approach
The British JPRC at Permanent Joint Headquarters has a national role extending worldwide: it plans, monitors and coordinates recoveries and handles reported incidents. It maintains contact with government partners, deployed headquarters, allies and partner nations.
