OSC

OSC stands for On-scene Commander within the NATO Personnel Recovery framework. The OSC directs actions on scene in the recovery objective area, maintains contact with isolated personnel and coordinates local activities with command organisations and recovery forces. The role may already be filled before the forces conducting the actual pickup arrive.

Local command and communication

A person close to the isolation event who can communicate particularly well with the command organisations involved, recovery forces and isolated personnel may take on the role provisionally.

The OSC monitors the radio frequency used by the isolated personnel. This allows the OSC to recognise when immediate action is needed to prevent capture.

Support before pickup

Contact and local command may already be established while the forces required for the actual pickup are still moving into position. The OSC therefore need not be part of the element that eventually picks up the personnel.

An element of the Rescue Combat Air Patrol may locate isolated personnel, establish contact and act as OSC until further recovery forces arrive in the objective area. The most senior member of an assigned ground team may also be OSC.

Handover to the RMC

The Rescue Mission Commander (RMC) plans and conducts the specific PR mission and exercises tactical control over the forces assigned to pickup. Once a suitable RMC is able to lead the recovery, the OSC should hand over the duties. During the recovery phase, the RMC also assumes OSC duties in the objective area.

Relationship with PRCC and JPRC

A Personnel Recovery Coordination Cell (PRCC) coordinates recovery tasks within a component. The Joint Personnel Recovery Centre (JPRC) supports the joint command across components. The OSC directs actions on scene.

National terminology and the different SAR meaning

In the French PR model, the function is called commandant sur le lieu d’action. The person in this role directs actions near the isolated personnel until recovery forces arrive. The United Kingdom also uses the terms RMC and OSC; the British JPRC may assign specific responsibilities as part of its national coordination of recoveries worldwide.

In Australian search and rescue, OSC stands for On-scene Coordinator: a designated person who coordinates search and rescue activities within a defined area. This SAR meaning uses the same abbreviation but belongs to a different organisational framework.
