ISOPREP

ISOPREP stands for Isolated Personnel Report. It denotes a preparatory document or record of personal information that supports the identification and authentication of an isolated person. The information is made available for a possible isolation situation so that the responsible PR organisations and recovery forces can check whether a contact matches the person being sought.

Identification and authentication

Identification information helps establish who a person is. Names, personal characteristics or images can be used together for this purpose. Authentication confirms a contact's identity through the designated procedures. This is particularly important once contact has been established and deception by an adversary is a risk.

Precise coordinates alone do not confirm identity: location and the identity of whoever is reporting from that location must be established separately.

What information does an ISOPREP contain?

The specific format depends on the national system. The US version links a person's full name with information including date of birth, personal identification numbers, images and fingerprints. It also contains individual authentication information, such as recorded personal statements and codes. These details serve different purposes: some describe or identify the person, while others support the designated authentication process.

These records contain both sensitive personal information and information relevant to security. Disclosure to unauthorised people can expose personal data and compromise the intended means of authentication. Handling therefore follows the applicable national and operational procedures.

Preparation and availability

PR preparation includes checking existing records before deployment and completing the required information. A national PR point of contact can establish whether ISOPREPs exist for the personnel concerned and help prepare them. The responsible coordination bodies need the information to be available in time for a possible recovery.

ISOPREP, DD Form 1833 and PRMS

In the US system, DD Form 1833 designates the form for the Isolated Personnel Report. Personnel Recovery Mission Software (PRMS) is used to collect and process the information electronically.

Isolated Personnel (ISOP or IP) refers to the people affected. ISOPREP refers to their prepared identification and authentication information. The Evasion Plan of Action (EPA) describes intended actions and possible movements in the event of isolation.

For a specific recovery, these records are combined with current information. Position reports help locate personnel; information about their condition, numbers and the threat helps plan pickup. The ISOPREP contributes the information used to identify the person being sought and authenticate the contact.
