Isolated Personnel

Isolated Personnel means military or civilian personnel who are separated from their unit or organisation and are no longer under its intended control. The German term is isoliertes Personal. The situation may require survival, evasion of hostile forces, resistance to exploitation and an independent or assisted return.

ISOP and IP

NATO usage abbreviates Isolated Personnel to ISOP. US military writing also uses IP. Both abbreviations refer to the people affected. In this usage, personnel can mean an individual as well as a crew, a small team or a larger group.

What military isolation means

Physical distance from one's unit does not by itself make personnel isolated. A group may be deployed separately as part of its mission while remaining connected through the designated command and reporting procedures. The defining factor is the loss of that control after separation. A single failed radio contact therefore does not establish an isolation situation on its own.

Conversely, a group with weapons, equipment and its own internal leadership can be isolated. Its members may continue to work together even though their parent organisation can no longer direct them or track their whereabouts as intended. The term thus describes their situation in relation to their own organisation and does not require them to be physically alone.

Typical starting situations and affected personnel

An aircraft emergency can separate an aircrew from friendly forces. An attack, an immobilised vehicle or being cut off during movement can have the same result for personnel on the ground.

The definition includes civilian personnel working within the organisation or operational system concerned.

Isolation and captivity

Capture is not a requirement for the term. Personnel may be hiding or moving towards friendly forces and still be isolated. If taken into an adversary's custody, they remain isolated. Alongside physical survival, exploitation by the adversary becomes a particular risk. After escape, the person may again be outside custody while still separated from friendly forces.

The role of isolated personnel in PR

Isolated personnel are one of the three military elements of the Personnel Recovery system, alongside commanders and staffs and recovery forces. They contribute to their own return by preserving their condition and available resources, establishing position, supporting contact or signalling under the designated procedures, and cooperating during pickup.

Information about position, the number of people, their condition and identifiable hazards helps recovery forces. Authentication confirms the contact's identity; it serves a different purpose from position information alone. SERE prepares personnel for these tasks, as well as survival, evasion and possible captivity.

Isolation ends when personnel return to the control of their own or a friendly organisation. This may happen through independent movement or assisted recovery. Medical and psychological care and reintegration may still be needed afterwards.
